The Federal Government has provided grant opportunities to state departments of education for $4 billion of additional funding for educational reform under the title, “Race to the Top.” Maryland’s potential share of the Federal funding is $150 – $250 million, of which 50% will be designated to go to Baltimore City Schools and Prince George’s County Schools. We were informed that Allegany County Public Schools could receive an additional $1.3 - $1.7 million over four years. Each state has to submit an application to the United States Department of Education for the funds, and in Maryland, each school district is being asked whether they will choose to participate in the grant. There are specific reform areas that must be targeted in order to qualify for the Federal funding. They include: a state teacher tenure system that requires a 3-5 year probationary period; the development of a longitudinal data system that measures student achievement and academic growth over time; an agree ...
